Hospitalized at age 17, Frank terrorized school mates and children in the neighborhood for over ten years.  Frank kidnapped and restrained children and took one toe as a trophy from each child before setting the child free.  Frank used his collection to intimidate children into keeping quiet.  Frank was discovered when he boldly decided to present his collection on Senior Night.
